I think they didn't like being forced to debrief the incident. Sears came into the nearly empty student center, sat down at a table near them wearing Air Force physical training shorts with the inner liner cut out and exposed himself to them. Court Martial Begins at Sheppard Involving Student Instructor Pilot Accused of Indecent Exposure A Sheppard student instructor pilot charged with indecent exposure enters a not guilty plea and his court martial continues. Second Lieutenant Benjamin Sears is accused of intentionally exposing himself to civilians at Midwestern State University in April and October of last year. In April last year three MSU nursing students say they saw Sears sitting at a table nearby, while they were studying for an exam. The girls say they noticed they could see Sear's genitals, they say he was wearing shorts and no underwear and that he had his legs spread very wide. First, they say they felt embarrassed for Sears, but then realized his exposure was on purpose. The girls filed a report, but MSU Police could not identify sears, until, one day in October when the girls spotted him again. Police later learned about another alleged incident that had not been officially reported. It involved a different group of girls, who say they also saw sears without underwear exposing himself inside the MSU student center. One of the victims said sears eventually approached them and told the girls he was doing a study with another girl about public nudity. She said Sears asked them a few questions and then asked them to "rate it" from a scale of one to ten. The girl said she really believed that he was doing a study and didn't think much of the incident which is why she never made a report. The defense team did not dispute the basic incidents, but said says Sears never touched himself in either incident and always kept his hands above the table, and say its undetermined if the acts were indecent. The government will bring two more witnesses to the stand Tuesday when the court martial continues. Currently sears has been removed from flying status and was barred from the MSU campus. I think that extra touch (sts) of professionalism goes along way towards establishing credibility. FWIW, so far I'm been getting impressive results, 8.27 mean rating w/ a standard deviation of 1.27 among all female-nursing-students. However, among female-nursing-students-who-have-consumed-at-least-3-drinks-in-the-last-hour, my average rating jumps to 9.87 with a standard deviation of .07. I think this could be a major break through, but much more research is needed. Speaking of alcohol, that Hagel article is one of the most ridiculous things I've seen in a long time. Do you have any ideas on how to do these three things: 1) create a service culture that abhors sexual assault? 2) ensure credible sexual assault claims are fairly and thoroughly investigated, and 3) to eliminate the threat that non-credible sexual assault claims have on careers? Without voicing your ideas, the service will keep coming up with their own. ETA: your critique that this is a distraction from mission focus is spot-on. But the service does have a basic responsibility to provide a relatively safe working environment for all of us. Hazard mitigation includes crime prevention. Well, I would start by making those stated objectives. Instead, SECDEF has tasked the services to "improve safety and reduce the risk posed by alcohol" and to prepare an "implementation plan." The focus is on alcohol and on the plan--not on sexual assault. The wording you used would be much more effective guidance. Your words put much more focus on the actual problems and don't micromanage the solution. Regarding how to "create a service culture that abhors sexual assault", I would start by looking patterns. Do we know what sexual assault abhorrence looks like? Would we know it if we saw it? Do we have some communities that already abhor sexual assault? What things are those communities doing differently? Do some leaders appear to have a history of tolerating sexual assault? Can they be eliminated? Can we predict which units will have more sexual assaults? Can we identify other conditions that can predict sexual assault? [side note: I don't think that alcohol consumption by itself is an effective predictor of sexual assault because, by far, the majority of times alcohol is consumed no sexual assault occurs.] Without voicing your ideas, the service will keep coming up with their own. Unfortunately, the service won't come up their own, they'll do what SECDEF told them to do. ETA: your critique that this is a distraction from mission focus is spot-on. But the service does have a basic responsibility to provide a relatively safe working environment for all of us. Hazard mitigation includes crime prevention. 100% agree that that we have a responsibility to provide a safe working environment, which includes crime prevention. For clarification my comment was directed at the alcohol risk reduction implementation plan, which I don't think will accomplish anything towards reducing sexual assault. FORT HOOD, Texas (CBS Houston/AP) — A Fort Hood sergeant is scheduled to appear in military court to answer allegations that he set up a prostitution ring with cash-strapped female soldiers. Sgt. 1st Class Gregory McQueen is accused of pandering and several other offenses. McQueen was a low-level coordinator in Fort Hood’s sexual assault and harassment program — at a time when the military’s response to assault cases has been severely criticized. McQueen will appear Tuesday at an Article 32 hearing, which in the military system is similar to a grand jury proceeding. KWTX-TV reports that McQueen was initially identified as the focus of the investigation in May 2013 and was first charged in March. The hearing is expected to last two days. Another Fort Hood soldier has already been demoted and reprimanded in the case for conspiring to patronize a prostitute and solicitation to commit adultery. McQueen is facing a court-martial.
