Given how many Navy ships have caught fire the last couple of months the CNO might want to push out an MFR on the proper use of fire extinguishers….

I have no experience running a boat, but I wonder how much technical knowledge is required to be an effective commander? I can see this perspective to some extent; to use an AF comparison - no way should a non fighter-pilot run a fighter wing, other than in “extreme” manning emergency where a fighter pilot cannot be sourced at the time (and at min the non-FP is a combat oriented pilot). But, there are commands where really only leadership and decision making capability matter, and technical expertise is somewhat irrelevant (schools, ABW, etc.) I wonder which AF example boats are more comparable to.

Exception: carriers should be commanded by pilots. The SWOs running them are just like shoe clerks - have no concept of who the mission is (supported vs. supporting).
