There is an interesting conspiracy theory that his identity and placement/funding was entirely created to allow for future US government exploitation and control over his clients.

Essentially a CIA “kompromat” of placed world leaders and economic stakeholders.

If there is/was a list of rich dudes who like to children, I'd like to know who else was on said list besides Prince Andrew.  This is something that should not be allowed to be just forgiven.  I don't care which political party the rapists are affiliated with.  
I have zero trust in our civilian leadership regarding this issue.
