Not sure if we’ve discussed this in this thread but I wonder if this idea would get more traction if it were unmanned, optionally manned or certified single pilot (automated boom)?

The military aircraft had departed from the city of Santa Cruz and crashed after landing and skidding off the runway onto a neighboring avenue, according to local authorities. . Looks like the airport is in the middle of the town. "El Alto is the world's highest international airport, located at 4,062 metres (13,327 ft) above sea level. The main runway "10R/28L" has a concrete surface and is 4,000 metres (13,123 ft) long."(wikipedia) Looks like they landed in the middle of a hailstorm...This has stat always referred to Air to Air.
