Protesting on the steps is prohibited...(odd given the 1st amendment, redressing your grievances with the government and a traditional public forum, but lawmakers pass whatever bullcrap they want to save themselves). There are two different issues here. First, the issue of breaking the law and protesting on the steps. That SHOULD be dealt with by the DC folks (but likely they will surrender jurisdiction to the military like most local governments do to save costs). Second, is a VERY clear violation of article 88. He is going to get bent over...I think he would justifiably by any administration but Pete rules with an iron fist and I would not be surprised if this dude gets some prison time, followed by reduction in rank, forfeiture of all pay and a dishonorable discharge.
