It's gotta be a lot more work in the long run to be that way but its not them paying for the lawsuits so nothing will change.

Unbelievable hubris.I'm guessing it the fact that those "my bad" events don't make it onto the internet. I've witnessed more than one myself. Most cops are good people who will admit when they are wrong. I have to imagine that working with the worst 5% of the population on a near constant basis wears the crap out of you though. I imagine it'd be like having to interact with @Bender every single day.
