You have the right to not answer questions that could be self-incriminating, but I bet the state law allows for the cops to have detained him anyway if they thought he had been drinking. The supervisor likely realized he had not been drinking and was just looking for an altercation, so let him go. If he had slurred his words, I doubt they would have let him go like that.
