  1. Yes.

    Also, which one is it?

    From PSDM 13-130 dated 24 Jan 14:

Access the vMPF via the AFPC Secure website. Select “Apply for Voluntary Separation”, and when prompted to “Select a Separation Provision”, select “SECAF Approved Early Separation Program”. Include “I am requesting to separate under the Voluntary Separation Pay (VSP) Program” in the remarks section.

    From PSDM 14-08 dated 23 Jan 14:

Select “Apply for Voluntary Separation”, when asked to “Select a Separation Provision,” select “Miscellaneous” and include “FY14 Voluntary Separation Pay” in remarks section.

in for the answer to this

  2. Anyone know if there will be public info released on which RDTMs within each rated AFSC are being targeted? Or is that still "secret sauce" that AFPC doesn't want Captain Everyman knowing?

Somehow I've got a feeling that although ~17% of my year group & AFSC are "overage" that the necesary cuts will not come from my particular tribe...

    In for list of RDTMs....

  3. Can someone explain to me the connection between year groups (say 05 and 06 for example) and projected AF requirements?

How do "we" know "we" should axe 84 11M's from 2005 and 69 11M's from 2004? I can see a convoluted connection to future numbers in grade, but it seems on face value the correct answer could very well be to axe 1 from 2005 and 152 from 2004. I don't get it.

Additionally, why would a board process not apply to voluntary force management if it is based on the needs of the Air Force? Are the needs of the Air Force actually believed to be definable in 0's and 1's with no further definition of the 1's? That would certainly lead to much credence to those that say, "you are nothing more than a number".

    Bewildered Bendy

just go with it....because you don't have the "big picture"

  4. Our commander has been pretty awesome about this whole thing, just sent this email out to us

    Officers,

I know that you all find this drill wildly amusing, so here is the latest.

AFPC will not accept any VSP application put in the system prior to the

start of the new eligibility window...which is undetermined at this time.

All existing applications will be closed without action. I have a soft-copy

of the applications that were already submitted to me and will send them

back individually via e-mail. That will allow you to cut and paste your

verbiage when you resubmit your package. It will also serve as a cherished

    keepsake...

I apologize on behalf of the Air Force.

  5. Still no word from SAF and/or AFPC wrt to my application...fail

Not as if there are enough rumors, 'what if's', etc with the debacle known as FM14...

After talking to my ISR today he's under the impression that a blue box (sts) on the matrix and justification that reads "FY14 Force Reduction Palace Chase" on your application--you're about 99% certain to be approved. Is anyone in the current process of applying being told this as well?

Edit: my ISR is committing one of the 7 deadly sins of the AF; using 'common sense'!

had a guy at my last base that has 3 years left on his UPT ADSC...and WG/CC told him to reapply......

will be interesting to see what happens. I have 5 years on my ADSC left so my only real option is the VSP

  6. this was sent out by our CC today:

    Officers,

The Voluntary Separation Pay, Reduction in Force and Force Shaping Boards are being revised at AFPC and have been placed on hold. The new window for application to AFPC is 'to be determined'. If you intend to apply for VSP, I encourage you to build your package and submit it to me as soon as possible. I will review the case and hold it awaiting further guidance from AFPC.
I am in contact with the other commanders on base multiple times daily regarding the Force Management Programs. We are forwarding our issues and concerns through the chain of command to AFPC, and will continue to do so over for duration of the drawdown.
Keep your head in the mission. You do important work.
  7. Talked to AFPC this afternoon. If you submitted anything early, the application will get invalidated. Also, she said to apply tomorrow anyway even though the email they just sent out says the window will open later. My CC inquired and said to wait to apply until the official window opens based on what he has been told. Unf-ing believable...

define submitted? sent to AFPC? sent to your CC? I just find it hard to believe multiple base MPSs said it's ok to submit early and they wouldnt send them til the window opened.

  8. +1 to that. Wouldn't be surprised if the formula changes in the new PSDM though.

Also FWIW... I asked AFPC a VSP question two days ago using the link on MyPers. The guy answered it referencing the unreleased PSDM and mentioned applying during the application window. If you haven't already submitted paperwork to be held at the Wg, it might be worth thinking about waiting until the application window officially opens to hit submit. It seems reasonable to me that they'd use your application date to determine eligibility vs the date your Wg/CC signs it. Probably a ridiculous detail, but why give them a reason to deny you?

I've heard that grumbling as well...that it "creates an error"...however, my Sq/CC said he received it just fine. I'd imagine that error is if the wing sends it to AFPC early...it's not like this is a new application, anyone can apply for separation at any given time with the same form.........however, i realize i am trying to apply logic here.

    TO: MAJCOMS, A1/J1s, FSS/CCs, MPS/Chiefs, MPS Supts
SUBJECT: FY14 Officer Voluntary Separation Pay (VSP) Program Application

Window and Release of FY14 Reduction in Force (RIF)-VSP and Force Shaping

    Board (FSB) PSDMs Update

    1. Details regarding the Reduction in Force board, coupled with voluntary

separation pay, and the Force Shaping Board are expected to be released

within the next two weeks. The start of the FY14 officer VSP application

window will be shortly after the PSDMs are publicly released. The Air Force

is completing final decisions on eligibility for the boards, which in turn

impacts eligibility for the VSP program. This still allows an eligible

officer a three-month window to apply for voluntary separation programs.

    2. The application window for other force management programs already

announced such as Officer and Enlisted Temporary Early Retirement Authority,

Enlisted Voluntary Separation Programs, and Enhanced Selective Early

Retirement Board will remain the same and begin Jan 14, 2014.

awesome....my base said we could apply early and they would send it to AFPC on the 14th when the window opened so myself and many others already submitted our packages.....

Our MPF chief sent a VSP FY14 calculator that seems to use 5% of base pay x months of service instead of 10% that has been posted here earlier. No reference listed backing the formula used. Anybody have any intel?

that's going around at my deployed location too.....i just figured it was wrong and went with what was in the PSDM

  10. When I was wrapping up my MC-12 tour, some of the EFIS-equipped MC-12s from Balad were being transferred to the Army, so unless you have intimate knowledge of this mishap, I wouldn't rule out the possibility. Army flies with mixed crews as well.

as a guy that is here now, he is right. It wasn't an AF airplane or an AF crew. Still  though.

  11. I thought the applications were to be done on vMPF. So, how would that happening?

they do, but they first go to your commander, then your wg/cc then afpc....some bases are allowing them to be submitted now and holding them up at wg/cc until the 14th. Our base had an email sent out saying you could submit now and they would be held at the base level until the 14th.

  12. I thought the C-5 was kept due to the capability to carry cargo that the C-17 can't? The C-17 was brought online faster that planned due to the wing box cracks.

This. Also the army/navy has designed a lot of things to specifically fit in a C5 and a C5 alone....

  13. Fellas, I've been working rated assignments with the last three 11M and other functionals for ~five years. Including three trips to AFPC to haggle. Been working with lots of Sq/CCs and OG/CCs for the same timeframe. Never, not once, has VSP status entered any of those conversations, nor affected someone I know's assignment.

If you think your VSP status is affecting your strat, school push, assignment options, etc...PM me, I'd like to hear your story.

    hope this stays the case.

  14. I'm on leave and my CAC reader is TU, so I'm a little out of the loop. If I'm reading that chart right, a 2009 11S isn't eligible for any voluntary program, so we shouldn't be under any nonvoluntary program either right? Then if any AFSC is involved, it will be further broken down so H model gunships might get hit, but whiskeys get left alone, etc right?

Personally I'm more curious to see how big blue handles the next round of announcements. A red tag in your locker that means you died and went to the civilian side? Finance "fixing the glitch" and letting everything resolve itself? Maybe the dean notifying the local draft board that we're eligible for 'nam. So many choices!

pretty sure you are eligible to be force shaped

  15. So, is there a consensus as to who is eligible for the RIF? If you look at MyPers it leads you to believe that all officers are eligible for VSP and the RIF, but then the doc added yesterday tells us which AFSCs aren't eligible for voluntary programs. Will there be a similar doc that comes out for the RIF? Or are all AFSCs eligible for the RIF? Or, are you only eligible for the RIF if you are eligible for voluntary programs? (This was my understanding.)

my understanding is the 11X on the chart that are blue are meeting the RIF board and eligible for VSP
