Before I was a GS, I was a contractor for FlightSafety working on the KC-46 program. I've seen idiots on both sides of the meeting table. You know what's sucking the blood out of the DoD? I did look at the stats. It’s subjective because you and I, like the Heisman voters, use a personal weighing of information (e.g., stats, conference, team record, etc.).
