Yorktown has the best schools. If you live in the privatized military housing off base, your only bills will be Internet and cell phone and they mow your grass for free and you are in the Yorktown school district. All of those houses were built 2008-2010. If you have school-age kids there, that's a great place to live. YMMV

While he's not going to get a third star or even another two-star job before he retires, I'd peg his retirement around Jan-17. COMACC will conduct a CDI (if it doesn't get taken over by DoD/IG), he'll get some form of documented reprimand that doesn't effect his pay or paygrade, and he'll then stay in job until Jan-17 when he retires. FY 15 Force Management Program (RIF, VSP, TERA)
At the end of FY15, the USAF is forecasted to be at just over 312k. At the Corona in October, the 4-stars decided their goal of 308.8k was untenable primarily due to the shortage of maintenance personnel. Their new "redline" for manning is 315k. By the end of FY16, they are funding 317k uniformed Airmen billets. For these reasons, any personnel reductions (voluntary or involuntary) beyond the normal retirements, discharges and quality force review boards are extremely unlikely. There is absolutely zero talk about another TAMI-21 or stop loss.

Anecdotal evidence: Of the 10 or so Eagle Drivers I know who were stationed there, 2 Stink Bug Drivers, and 10 or so Raptor Drivers, I never heard one say they hated their assignment there. YMMV

Slow accessions, continue the quality force review boards, and the normal separation/retirement process is the plan. I know the NDAA says the end strength is 312,###, but the SECAF/CSAF manning redline is 315,400 - we're pretty much there.

Appealing a promotion board
Don't count on TERA. The FY14 manpower cuts assumed the USAF "redline" end strength would be 308,900. Due to all of the maintenance manpower shortages, the new redline is 315,400. This means the USAF shouldn't have to use anymore voluntary or involuntary measures to "right size" the force in the near future. Any changes needed will be done through the normal accession/termination processes.

Rumor: I heard from a HAF staffer that the '05 captains up for promotion right now won't have their first look for school until a year later than usual (first look attendance would start Summer '17 instead of Summer '16). This would allow one academic year ('16-'17) to clear the glut of selects clogging up the system. The end goal will be a strict 70/30 select/candidate IDE rate.

In the case of the dude being #1 in his SOS class but being #5/13 on his PRF, I'd like to think the WG/CC knew this guy would be a school select and therefore tried to use his higher strats on others? I don't know how #1-#4 faired on the board though.

There is no longer a DO/CoS board in ACC. Those candidates are discussed in the late summer DT now without any formal process. Don't know when the command lists will come out. I'd expect the wing and group CC picks to come out by December. School list is expected 12-Nov.

Anecdotal evidence from a PRF written in 2010 for the Dec-10 Majors board: #5/13 strat on his PRF with a DP was a school select. That's the only hard evidence I have to help answer your question.
