Shredder Sears (A2/3/10) refused to delegate his A3 authority because Kwast wanted him to focus on “force development and competencies” BS. So Shredder was sidelined and sent to the new A5/8 and Punk signed all the authority delegation memos as an O-6 deputy. Sears got his second star because Kwast was fired.
