The point was that it would not be the first time that a tabletop exercise ended up being very prescient. I say good on them, I wish some of the BS exercises I've taken part of had been more accurate to real-world events!
The one thing I picked out from the article worth mentioning, "There are now 20 confirmed cases in the UK..." I believe the non-African cases now total around 150!

You are right, government overreach into the lives of private citizens is absolutely an issue that needs to be reigned in, but there are some (limited) situations where the government should be able to operate to safeguard US interests. No system will ever be perfect and the government likes to push and exceed its legal authorities, so I appreciate people like you who are willing to call the government out when it misuses its power. APPRECIATES PEOPLE LIKE BH! Word! YOU'RE SOFT-PEDDALING, BY THE WAY.
I just think absolute government distrust is a step too far, especially if you serve in the military. I MISSED IT DAMN IT, WHERE WAS THE ABSOLUTE PART? WHY DO I ALWAYS MISS THE BEST PARTS?

That's just it, isn't it? One day someone somewhere will deploy a nuke. Will it be one hundred years form now, or next week. It seems like our demonstration of this weapon in August of 1945 has held back a lot of folks, but that can't last forever.
Here's a question. Does Putin think we will come knocking if he delivers one or two tactical nuclear devices to his favorite places in Ukraine? It sure seems like he might actually have that kind of mindset right now. He's already risked everything for this, by completely cutting Russia off from the west. How desperate does he need to be in order to use special weapons thinking that WWIII won't start?
For most of my life, we've always had symmetrical nuke forces standoff - they launch, then we launch everything. Is this a unique opportunity for him to have a successful asymmetrical nuke fight? After all, we're not his main enemy/threat right now.
Consider what your own reaction will be when you learn that two nukes have been detonated over Ukraine. Will you be saying, "Let's go kick Russia's ass?" Or will you say, "Wait a minute, maybe things will cool down, let's take a breath and wait." I wonder how many might say, "Let someone else go clean that up."
Does it feel like a warm Gamma infused morning to you?

My scenario was intended to be geared more for a strategic level, including ground level effects and worry and whining by the politicos. Lastly, what kind of reactions does it trigger with NATO and other non-Russo aligned folks.

I want the Ukrainians to win, but I fear if this starts to go way south for Russia he will escalate to a tactical nuke or chemical weapons because he has no other choice to avoid complete defeat.
And, I wonder how bad everyone's feelings would be hurt by the Russkies producing a yield (nuke detonation) at say FL300. No real damage, but a nuke is still a nuke, eh? Is this the most innocuous use of nuclear weapons?
