Nope. Composite aided/unaided cross-check is preferable to not seeing things... All it takes is one burnt out street light on a bridge to make NVGs worth it in the city. The helicopter route is MSL, so baro-alt restriction. AGL off the river is usually 70-200, depending on altimeter setting and baro altimeter errors.

Flew that a few times. Helicopter route 4 is on the east side of the river. Most airliners land 01/19, which keeps them on the West side and no conflict. Landing 33 crosses helicopter route 4 on short final. From ATC audio, PAT25 called vis sep prior to the mid-air. Speculation, but they may have spotted one of the other airliners that usually stack up along the Potomac in sequence, or lost visual amongst the background lights (not sure if 12AB normally runs on NVGs there...the city gets very bright so it was often a coin toss on whether to scan mostly on or off goggles.) (I was once told to orbit over Bolling for landing traffic 33, at night.) A bit of a nightmare situation.

More likely is that they contract out UPT to some civ school and only use T-7s for fighter track. No T-6. No T-1, just Cessna direct C-17 etc. ...yeah, it's dumb.

Many and many. 60-70% are FAIPs who barely get any planned CT, and see most of the Stans they hooked come back from the 88/89/CR process. And yeah, grade inflation is certainly a thing...and even worse now that it's T-6 direct to FTU. No more phase 3 to help train most new LTs. The only potential upside for quality with these ideas is that the Lts will have some more hours when they graduate. Most are graduating now with ~120-130hrs, when my group had 200-220. I'm not a better student than the kids now, but I got more training...
