I may be headed to Deid next, so all of a sudden I'm interested in this... Open ended question: Baseops forums often attribute this kind of silliness to "shoes," but it is generally also noted that the AF is led by rated dudes (who also get a lot of credit for being superior officers). So what gives?

Easy answer. 1. More t-38's guys will get fighters in a kneeejerk reaction to the numbers. 2. Fighter FTU's will not be ready to handle the extra people.....Students will enter an extended BIT status awaiting IFF/FTU. 3. More IFF slots will be needed, proposal to open up sq's at Laughlin/Vance for IFF leads to 1-star OPR bullets. 5. After 3 years of flailing, the numbers will start to match what this document wanted, but the AF will have changed due to budgets/requiements. 6. 4-star sends memo stating overproduction of fighter pilots, FTU sq's closed, IFF shut down. 7. T-38 guys sent to heavies. 8. clusterf-ck continues each 3-5 years due to lack of foresight and leadership.

The worst part is that people on this last VML was affected by the lowering of crew ratios. So because of that, people are going back to white jets/ALO/RPAs after only one year back in their MWS after the TX because all the fighter squadrons are "over manned". Now with this new memo and proposal, they want to raise the crew ratios again, thus making the fighter squadrons under manned and needing experienced fighter pilots and of course, those experienced fighter pilots are the the ones going back to another ALPHA tour. It's been said before but if the Air Force was a Fortune 500 company, all the bosses would have been fired long ago because of incompetency and this is just another example of that!
