What exactly is keeping a pilot who tracked T-38s in UPT from getting into a fighter or bomber after their UAV assignment?

AFPC. They did not forecast any IFF allocations for RPA follow-ons.

That's for fighters obviously. There *should* be an opportunity for bombers.
