It sounds like they tend to pull people from systems they decide are over-manned. What sort of reasoning do they use to decide which guys to pick? Is there any consistency?

I know the reasoning in my case was "You are on this VML, so fuck you.". Likewise for most of the AD guys in my MQ9 class.

My Pred FTU class had 3 C-17 pilots, a PC-12 pilot, a C-130 Pilot, a T-6 IP (former KC-135 pilot) and no UPT grads. I went through earlier this year...
