Had a guy transfer in Oct—still hasn’t received his certs or flag.

ARPC is now so behind with retirement processing that they’re not even looking at applications until the month prior or the month of transfer.

If they don’t look at it until this late date, I have to ask: WHAT IS THE REASON FOR MANDATING A 6 MONTH (minimum!) NOTICE!?
