  1. The JTR still gives you this out:

If…adequate Government quarters are available on
the U.S. installation to which a Service member is
assigned TDY, but the Service member chooses to
    use other lodging,
the Service member is limited to the
reimbursement cost of Government quarters on
the assigned TDY installation (44 Comp. Gen.
    626 (1965)).

I stand corrected. Back to the original point, I don't personally know of any rated officers in AFPAK Hands who have subsequently held command. I know of a few non-rated who were removed by their communities half way through the program to take command, but they were likely going to regardless of AFPAK Hands. Suffice to say I don't know of anyone who volunteered that wanted a traditional career path.

MAP/CAP 118-13, Flat Rate Per Diem for Long Term TDY - In order to encourage travelers to take advantage of cost saving opportunities.....
The commercial lodging industry considers stays greater than 30 days to be “extended stays” and typically offers reduced rates to ensure occupancy.  Travelers may also consider furnished apartments or similar types of lodging which are typically cheaper than room rates in commercial lodging.
