    I am APZ, but had a retirement in the system as well, but I’m assuming a non-select. Should I have heard something from my CC either way?  Non-select paperwork to sign?  I’ve been on terminal leave since March and my retirement date is 1 Aug.

    I applied for retirement requesting an ADSC waiver for best interest of the AF citing both manning and money.  AFPC reached out to me and quoted AFI 36-3203 para 3.8.2.1 stating "waiver submitted for common situations ... or based solely on manning or to save the AF money will not be considered" and asked me to be more specific in my justification for best interest.

    Two questions:

    1. What qualifies for the best interest of the AF if it is not either manning or money?

    2. Has anyone else had success with this process?  What worked for you?

    To be honest, I couldn’t tell you. I submitted for personal hardship with a lengthy explanation of the hardship, and it was denied. I wrote one line about C-17s being overmanned and it’d help the AF balance manning and it was approved

  3. Got a weird one. I applied for a ADSC waiver (personal hardship) for retirement. The request was denied, however, due to manning (11M), the request was changed to “best interest of the AF” and the waiver was approved for 9 months off ADSC. My question, if it’s Best interest of the AF, does that still qualify me to keep the final bonus payment?

    You are correct, with a small caveat. I just spoke with the office. Her response:  “If you are twice passed over, and have already received your annual payment, there will be no recoupment of the unearned portion IF you separate on the MSD established by the board. Her understanding is if I elect to retire 1ish month after the board results, I would require a SAF waiver

    For clarification, if you’re twice passed over, do you get to get payments that were already distributed?

    No pawnman, you’re not missing anything. I appreciate the input/questioning. I want to make sure I’m not missing anything. I was already in the retirement process and with a major airline when COVID hit.
     

    If I decline promotion (before the board), I believe I have to repay unearned portion of bonus. If not selected, I would keep the final payment as it would be “involuntary” retirement (not certain about this logic), but I can be out 1 Aug 22’ish.  If promoted, or decline promotion AFTER the board: 1). My ADSC would still be 1 May 2023, 2). I’d never pin on because I’d already be retired.

  7. Question for the masses. I have my 2nd look in March. From previous boards I have about 1.7% chance of being promoted. I know there are differing opinions on writing letters to the board or not. However, I have no intentions of staying in. I have 22+ years AD (prior E), and a job already lined up. 
     

    1). If I was non-selected would I keep the final payment of my bonus, because it pays out prior to board results?  Obviously if I write a DNP, that would be considered voluntary, thus would have to repay  

    2). If I allow the board to play out, magically get promoted, but decline promotion,would I be forced out?  This para in the AFI makes me think if I decline promotion AFTER the board results, I would not be forced out NLT 1st day of 7th month, and my ADSCs would still be intact. “4.1.3.  Officers who decline a promotion remain on the promotion list for which they were selected”.

    Interesting numbers on the vaccines:

    Fully (partially) vax’d: 65+ 86.1% (99.4%) / 18+ 70.6% (81.6%) /12+ 68.9% (79.7%). Pretty high vaccination rates overall.

    Over the course of the last year, the vaccines have reduced the death rate by 0.16% (averaged over all age groups/total US population).

    My personal takeaways from the data:

    1. If you’re under 65, your risk of hospitalization/death is minuscule; if you’re without comorbidities your risk is even more minuscule. There is certainly not zero risk (caveat for those who will try to misconstrue my words).

    2. The vaccines have hardly moved the needle, despite what the MSM, gov reps, and Pharma say. Last 30 days death rate is only 0.16% less than the day prior to EUA. That is not to say vaccines have not accomplished anything, but rather they are significantly less impactful than what many want/believe them to be. 

    3. Your overall health and age appear to be the largest factors in how you react to COVID. The “pandemic of the unvax’d” is a total misnomer, as it’s really a “pandemic of the unhealthy (who also may have chosen not to get vax’d).” If we actually root cause this thing, we should be directing much of our misplaced effort towards creating a healthier America, not on emotionally-driven virtue signaling/attacking our neighbors about masks, vaccine mandates, etc.

    I’m curious about the new 5 year look as well. From what I’ve seen, it’s not official yet. From a message I sent to AFPC. For my sake, I hope it’s still 2 look board

    Hope the experts on here can chime in.  AFI 36-2501 has me all spun around. I know its a long post, but thanks in advance for those that take the time to read!  

    My updated info:

    1)     ADSC 1: 30 Apr 2023 (Bonus)

    2)     ADSC 2: 31 Jul 2022 (PCS)

    3)     TAFMS: May 2000 (21+ years)

    I meet my 2nd look for O-5 in March 2022 (LAF-A).  Following standard timeline, I should expect the results roughly 1 Jul 2022.  Im looking at multiple options and cant get any answers from MPF, and trying to decide if I should write a letter to the board to not consider.  If for some miracle I was promoted, I wouldn’t pin on til after im on terminal or already retired.  I am also looking into applying for a best interest of the Air Force waiver for the ADSC’s to retire 1 Apr 2022, (prior to final bonus payout)

     

    Questions:

    1.       Would I even be offered continuation as I am retirement eligible?  Everywhere that I read “critical skills”, seems to attach the meaning to a medical career field., and I cant find a list of “critical skills” more recent than FY11 in myPers.  Which none mentioned any 11x career fields.

    2.      Is involuntary separation pay even offered, if you are retirement eligible?

    3.      If the board meets and I am in fact passed over a 2nd time, would I be “involuntarily” retired with ISP?  Assuming continuation isn’t offered because im over 20 TAFMS?

    7.9. Who is Eligible for Continuation. Based on the needs of the Air Force, SECAF determines eligibility criteria for continuation.

    7.9.1. Generally, subject to SECAF approval, fully qualified captains and majors identified for separation because of twice failing promotion to the next higher grade are eligible, unless the officer:

    7.9.1.1. Can retire, or is in the retirement sanctuary, as a commissioned officer by the mandatory date of separation for the associated promotion board. EXCEPTION: Officers possessing a critical skill may be offered continuation beyond their mandatory retirement date. Individuals not selected, or those who decline the continuation offer, will revert to their previous sanctuary or retirement status.

    7.11.2. Continue majors until the last day of the month in which he or she is eligible to retire as an officer (normally upon completion of 20 years of total active military service). Majors who possess critical skills may not be continued any longer than the last day of the month in which they complete 24 years of active commissioned service. EXCEPTION: Initially continue MC/DC majors for three years. Further continue MC/DC officers for 3-year periods until they are within 6 years of retirement. When MC/DC officers are within 6 years of retirement, continue them until the last day of the month in which they can retire as an officer.

    7.11.3. Normally, the continuation period begins on the 1st day of the 7th month from the approval of the board results. For officers being further continued, the continuation period begins on the first day following the completion of their initial continuation period. For officers who are in the retirement sanctuary or retirement eligible, the continuation period normally begins on the first day following the 20-year DOS.

    7.11.4. Twice-deferred officers who are offered selective continuation to normal (20 year) retirement and turn it down are not authorized to receive involuntary separation pay.

    7.15. Continuation to Retirement Eligibility. For retirement purposes, continuation is to 20 years TAFMS

He was otherwise eligible and clear of all other ADSCs. He went on vMPF, and applied for separation. It got approved and he just outprocessed. Not long after his terminal leave was finished, he was contacted to pay back the unearned portions of his bonus. He wrote a check and that was the last he ever dealt with the USAF.

    So maybe try that route. Try and separate, if it clears AFPC and you come back eligible, then you just solved your own problem without having to receive scrutiny from higher levels of leadership.

     

     

    Mind if I asked what career field your friend was in?  I applied earlier this year and was denied for lack of justification. Thinking of trying this option again. Retirement eligible, and would be looking to pay back the last year of the contract.

    i like looking at this site. I don’t claim to research any of the numbers in depth, however the cases/deaths match, so I assume the recoveries do as well. The recoveries, the number you never see plastered all over the media. Also take a look at the closed cases as well as open cases. Of the 15.2 million active cases, 99.4% are mild and .6 severe, globally. Now I was following this site before the vaccines were released and in Jan. Mild cases were 99.6%

    Though I guess the problem is that the AF isn't going to increase pilot pay (through flight pay or a pro pay), and the bonus has gotten worse and probably will continue on that path. Especially since 11M are now "100% manned" and 11Rs are "overmanned"...

    I’m an 11M. I applied for a ADSC waiver to retire (prior-E)-Denied. Non-select for O-5, tasked with 6-month COVID deployment handing out vaccination information sheets.

    From my last discussion with AFPC they still have the twice passed over rule. It doesn’t make sense to me which is why I’m trying to find out from someone that’s on their 2nd look this board

    great catch, and you are correct.   I didn't have many strats at all as a Lt.  and as a Jr. Capt.  I DID have a lot of strats as a mid-grade Captain.  As such, i was passed over for Major, and was a Capt for 4 years too long.  During that time, i wasn't "allowed" to have any jobs that showed progression (as they took away from others having that opportunity).   During that time i was an "Assistant Flt Commander" for an OPR and then an ADO with other Majors (but i didn't get the ADO name, i stayed an Assistant Flt/CC..... both rated on by a Capt!  

    I also wasn't eligible for awards during that time, because i had no AF future.    Seems as though they were right.  I have no future.  

    I've learned 2x lessons out of this.   

    1.  We are ALL better than the AF and should not be defined by what the AF thinks of your promotion package.  

    2.  It ONLY matters what you do as an Lt and young Captain.  after that, its a self-licking ice cream cone in one direction or the other, and NOTHING you can do will change that momentum.    

    I’m in a similar boat (no progression). Didn’t chase a “future” in the AF. Did what I loved, and completely happy with my results.  Being prior-E I knew early my promotion opportunities would be capped unless I wanted to give more than 20.  During my airline interviews, I was never asked about any of my office jobs. I did have plenty of flying stories though.

    Good deal. I believe I have a good understanding. My only ADSCs are PCS (Jul 2022), and Bonus (Apr 2023). Assuming it was this board, If I declined continuation, I would have to retire NLT 1 Jan 2022.

    If I accepted continuation to say 24 years (May 2024), then the 2 ADSCs would remain?

    I only mention it because I was surprised, I didn’t realize it was basically up to the individual on when to get out if they accepted continuation. I thought it was agreeing to stay till 24. 
     

     

    Wait one minute. That’s only if you don’t have any existing ADSCs correct. I have a bonus ADSC that takes me to 2023.

    I fully believe I didn’t get picked up for personal reasons, not professional reasons.

     

    Edit- to answer your question, I received an email saying I was selected for continuation and to talk with my Group leadership about the next steps. I signed the paperwork in my Gp/CD’s office a few days later. 
     

    You should get the option of continuing to 20 or 24 years, but it isn’t an ADSCRITO, just an option. I chose the 24 years but I am getting out in 24 months.

  19. The answer ID 50695 (board results) appears to indicate they are still using twice passed over for continuation.  When do you get official word if it’s offered?  This is my first board, but comparison of the guys that were unfortunately not selected, I don’t stand a chance.
