He means don't expect a pilot from the squadron to just happen across your post and get in touch with you like they're customer service reps. Sure it might work, but sometimes It's all about perception. Instead go the extra mile it takes to track down the contact number for the pilot section.

One trick: Go to airnav, look up the airport/facility of said guard unit, and scroll down to additional remarks, and usually the base-ops number is listed. Go from there.
