HASC Draft for FY16 NDAA

SEC. 544 [Log 60761]. IMPROVED DEPARTMENT OF DEFENSE PREVENTION AND RESPONSE TO SEXUAL ASSAULTS IN WHICH THE VICTIM IS A MALE MEMBER OF THE ARMED FORCES.

(a) PLAN TO IMPROVE PREVENTION AND RESPONSE.The Secretary of Defense, in collaboration with the Secretaries of the military departments, shall develop a plan to improve Department of Defense prevention and response to sexual assaults in which the victim is a male member of the Armed Forces.

(b) ELEMENTS.The plan required by subsection (a) shall include the following:

(1) Sexual assault prevention and response training to more comprehensively and directly address the incidence of male members of the Armed Forces who are sexually assaulted and how certain behavior and activities, such as hazing, can constitute a sexual assault.

(2) Methods to evaluate the extent to which differences exist in the medical and mental health-care needs of male and female sexual assault victims, and the care regimen, if any, that will best meet those needs.

(3) Data-driven decision making to improve male-victim sexual assault prevention and response program efforts.

(4) Goals with associated metrics to drive the changes needed to address sexual assaults of male members of the Armed Forces.

(5) Information about the sexual victimization of males in communications to members that are used to raise awareness of sexual assault and efforts to prevent and respond to it.

(6) Guidance for the departments medical and mental health providers, and other personnel as appropriate, based on the results of the evaluation described in paragraph (2), that delineates these gender-specific distinctions and the care regimen that is recommended to most effectively meet those needs.

So yeah, more SARC training, specifically for male sexual assault victims.

So yeah, more SARC training, specifically for male sexual assault victims.

Don't know if we need more, but glad to see they're rolling in the other 1/2 the population that gets raped. This is like having to listen to all the Domestic Violence stuff like it only happens to the females and a chick would never beat, scratch, destroy property, lie or otherwise destroy a man's like.

That is a bonus. Fingers crossed it doesn't make SAPR training twice as long.

It's not against the law or military regulations to choose not to sit with someone in the dining hall or to unfriend them on Facebook, but in the traumatic aftermath of a sexual assault, a victim could interpret those moves as retaliation. In these days when a tweet or Instagram photo can be wielded as weapons, the Pentagon is struggling to define retaliation and rein in bullying or other behavior that victims perceive as vengeful. At the same time, military leaders are expanding efforts to better train their lower and mid-level commanders to detect and deal with retaliation, while also insuring that other, more innocent actions are not misinterpreted by assault victims. […] Last December, the RAND survey estimated that 62 percent of sexual assault victims believed they faced some type of professional retaliation, social ostracism, adverse administrative action or punishment. […] According to survey data, many of the women said the retaliation came in the form of social backlash from co-workers or other service members.

Excerpt; The Dyess Air Force Base outside Abilene hired a touring speaker to deliver three sessions of a program called "May I Kiss You?" aimed at teaching men about consent and sexual assault prevention. The program uses humor to help boys

and men understand when it is appropriate to make sexual advances on a woman.

This training seems to be very discriminatory.

What about some training for heterosexual women kissing/making sexual advances on heterosexual men? What about some

training for lesbians kissing/making sexual advances on other lesbians? What about some training for gay men

Wow...I deployed just in time.

Obviously, what's needed in these situations are chaperones. Because I am a gentlemen, scholar, and patriot, I volunteer to keep an eye on all these lesbians kissing and making sexual advances on each other.

Is SJW an AFSC, or additional duty? Asking for a friend...

Am I the only one that thinks this is an insane double-standard? I understand the concern for lowering barriers to reporting sexual assaults/rape, however I can't imagine how this will be fairly implemented, or reconciling the high potential for abuse of policy through self-shielding in the new anti-retaliation theme.

I had thought this was already the case. One does wonder if it will lead to more false reporting in order to escape punishment for things like underage drinking, drug use, or other infractions.

On the other hand, I definitely would prefer we let people off the hook for relatively minor infractions in order to catch sexual predators. I'm open to suggestions on how to walk that line without creating an incentive for false reporting.

The only thing that will work for sure is a mandatory raper CBT every time a user logs on to a CAC enabled computer. People will be so busy doing the CBT, they won't have time to sexually assault anyone.

The problem is disproportionate punishment for underage drinking. On base driving suspension, career implications, LoRs, etc. One crime Air Force, I can completely understand the victims mindset here.

What I find ironic is that the extremely annoying, over-the-top focus on SARC has actually undermined the integration of women into the military.

The men in my squadron typically stay as far away from the women as possible and walk on eggshells when they are around lest one of us be hit by a SARC-2000 from close range for having a penis.

Great for camaraderie.

Don't forget SARC is all aspect, BVR and has a very high career Pk. See and avoid is ineffective.

What I find ironic is that the extremely annoying, over-the-top focus on SARC has actually undermined the integration of women into the military.

The men in my squadron typically stay as far away from the women as possible and walk on eggshells when they are around lest one of us be hit by a SARC-2000 from close range for having a penis.

This guys story to crime began with subtle jokes in UPT, escalated when he listened to a Beatles song, quickly putting him across the "red line" into "I wanna bone a 13-yr old being pimped out by her dad."

Where was his wingman?

What could we as the USAF have done better to prevent this.

Maybe it was the mermaid handled beer mug, WW2 nose art, song books or the sports illustrated swimsuit issue. Most likely though, it was Yoga pants.

No more yoga pants in base gyms.

So this is the current SAPR message, discuss.

IMHO, they've gotten slightly better than the "you're a man, therefore a rapist" message of a few years ago, but there's still a huge logical (fallacy) leap in place that ties any male mindset to that of an anti-female mindset. It's complete horseshit, but this seems to be the official party line.

That was a fabulous message that I'm sure many men should hear and it can resonate with them, but it had almost zero similarities to my childhood and adolescence. The country is very diverse and still culturally conflicted. I have a hard time personally relating and fully empathizing with that kind of upbringing because it is so exotic and deeply conflicts with the values and morals from my community. So a great message for some, but it also implies that most men live inside that man box along with it's ramifications. And that's intensely insulting to me.

The problem is, they're still speaking to the lowest common denominator in the room, which insults the intelligence of the rest of the moral, non-rapists in the force. I'm just getting very tired of the "man is evil, and all manly things are bad for women" mentality.
