Temporary Early Retirement Authority - Retirement Fact Sheet Applicable to: Active Duty Note: This data applies to Regular Officers serving on active duty. The FSS/MPS action office for this memorandum is Career Development. Please provide a copy of this article to Commanders, First Sergeants, Career Assistance Advisors, Military Personnel Section Career Development elements, Airman & Family Readiness Centers, Education Centers, and the MilTA Central Office Mandatory Separation Date Officers twice non-selected for promotion by the CY15A Lieutenant Colonel (LAF/LAF-J) P0515A and Major (LAF-J) P0415A Central selection Boards, who are not offered continuation, will have a mandatory separation date (MSD) established as 30 November 2015. To request retirement under TERA, officers must request a retirement date of no later than 1 December 2015. Application Procedures No later than 31 August 2015, you must submit an application to retire. To apply for retirement, you must access the virtual MPF using the following steps: Verify your duty email address and phone number, click "I have verified my email and phone" click "Self-Service Actions", click "Retirements", click "Request Retirement", click "Check Retirement Eligibility," enter a date no later than 1 December 2015, select the retirement program "Temporary Early Retirement Authority", and submit. Refer to the Retirements PSD Guide. If you have an ADSC that will not be completed as of your requested retirement date, the AF will not require you to provide a waiver request provided you request retirement for the date following your MSD. The AF will not require a waiver for an application submitted less than 120 days prior to the requested retirement date; however, if you request to retire earlier than the mandatory retirement date, you should be aware that normal processing time is 4-6 weeks, and allow sufficient time for approval when selecting your desired departure date. Complete retirement applications (to include your commander's coordination) must be submitted using the on-line web-based application located on vMPF no later than 31 August 2015. After your eligibility request is submitted, you must wait for the eligibility response. After receiving response, you will go back into vMPF, complete the pre-application checklist and then on the next page, the retirement application. On the retirement application in the justification/remarks block add the statement "TERA - Promotion Non-Select." You must take into consideration terminal leave and permissive TDY (PTDY), if authorized, to ensure your retirement effective date is no later than 1 December 2015. You must take all authorized PTDY/Terminal Leave prior to your effective retirement date. Extension to an approved retirement date IS NOT granted in order to accommodate terminal leave or PTDY. Assignments The following Permanent Change of Station (PCS) procedures apply: Officers enroute to an event, such as PCS, education or training, will be handled in accordance with AFI 36-2110, Assignments, paragraph 2.18.3. If you are projected for a CONUS to CONUS PCS, AFPC will cancel your assignment and you will remain in place until authorized to depart using your retirement orders. If you are currently assigned overseas, AFPC will adjust your DEROS to match your MSD. If approved by your commander, you may depart upon receipt of your retirement orders, completion of your out-processing requirements, and upon your PTDY/Terminal Leave start date. NOTE: You may not depart the overseas area before receipt of your Retirement Orders. Additionally, if you are pending assignment, that assignment will be canceled. If you are assigned to a location that does not have facilities for your outprocessing, you may request to travel to a Separation Processing Base in the United States. Please contact the Total Force Service Center at DSN 665-0102 or commercial 1-800-525-0102, to submit this request. Deployments (to include 365-Day Extended TDYs) Currently deployed Officers with a mandatory separation date of 30 November 2015 will be returned to home station NLT 1 October 2015 for retirement processing. Officers with a mandatory separation date of 30 November 2015 will not be tasked for deployment after notification of the Central Selection Board results. Medical Hold Officers may be retained beyond the MSD when placed on medical hold by the AFPC Medical Standards Branch, AFPC/DPANM. If you are undergoing review by the Disability Evaluation System and consideration is not completed 60 days prior to your MSD, the Medical Treatment Facility (MTF) must initiate medical hold action through AFPC/DPANM. AFPC/DPANM will notify AFPC/DPSOR to suspend your retirement to allow you to undergo medical evaluation processing. If you are approved for separation/retirement under AFI 36-3212, Physical Evaluation for Retention, Retirement, and Separation, your date of separation will be established in accordance with that governing directive. If you are subsequently returned to duty, the separation date will be adjusted to the last day of the month in which you are returned to duty, or 30 November 2015, whichever is later. You will then be projected to retire the first day of the month following the adjusted separation date or 1 December 2015, whichever is later. Administrative Hold Officers remain subject to military and civilian investigation, disciplinary action or pending involuntary discharge. If you are placed under investigation or civil charges, or the commander initiates disciplinary action, the commander must notify AFPC/DPSOR immediately. If you are placed on administrative hold for court-martial action, AFPC/DPSOR will suspend the retirement processing and you may be retained beyond the MSD. If a decision is subsequently made to not pursue court-martial action, the separation date will be adjusted to the last day of the month following termination of the action or 30 November 2015, whichever is later. You will then be projected to retire the first day of the month following the adjusted date of separation or 1 December 2015/, whichever is later. Transition Benefits and Services You will receive the same retirement transition benefits and entitlements provided for all retiring members. You can find information on your basic entitlements in the Entitlements Counseling link in the Retirements application in vMPF. All retiring personnel must participate in the mandatory Transition Assistance Program (TAP) which includes preseparation counseling, the TAP GPS Workshop, VA Benefits Briefing and a Capstone to verify Career Readiness Standards (CRS). Contact your local Airman & Family Readiness Center immediately to get started. Transfer of Education Benefits Officers who are approved for Transfer of Education Benefits (TEB) prior to notification of promotion non-selection and are retired under the Temporary Early Retirement Authority (TERA) OR who were previously approved for TEB and have fulfilled the associated Obligation End Date/ADSC prior to the established DOS under TERA will retain their TEB benefits. Officers who apply for non- TERA separation programs without completing their Post-9/11 GI Bill ADSC forfeit the transferred benefit, and any benefits that dependents have used will be treated as an overpayment subject to recoupment by the Department of Veterans Affairs (DVA) under the provisions of AFI 36-2649, Attachment 13, A13.18.8.5. Additionally, officers who apply for TEB AFTER receiving notification of promotion non-selection will be ineligible as they cannot meet the associated service obligation outlined in AFI 36-2649, Attachment 13, A13.18.1.2. Officers who were previously approved for TEB and otherwise would fail to fulfill the associated Obligation End Date/ADSC may consider continued service in the Guard or Reserve through the PALACE CHASE program.. TERA Retirement Impact on Officers Who Elected the Career Status Bonus (CSB) While CSB does not generate an Active Duty Service Commitment (ADSC), officers who accepted CSB did agree to serve to 20 years of active service in exchange for the bonus payment. As part of the FY14/15 Force Management program, the Secretary of the Air Force is allowing officers to apply for retirement under the TERA. If approved for early retirement, recoupment is waived IAW DoD FMR 7000.14-R, Volume 7A, Chapter 66, paragraph 660302-A3; however, officers who accepted CSB will have their retired pay adjusted by the reduction established by law. You should contact the Defense Finance and Accounting Service (DFAS) for counseling before submitting their applications. Retirement Pay Under TERA The retired pay calculator on the myPers website doesn't work for TERA retirements; however, the table below provides an estimate of the multiplier used by DFAS. All retired pay estimates are made prior to taxes. Years of service are calculated from your 10 USC 1405 Date, which can be found in the virtual MPF, Self-Service Actions, Personal Data, Record Review/Update, Service, 1405 Service Date. For more information, contact DFAS at 1-800-321-1080.     My post apparently never made it. 11M non continuation and TERA. I know of another 11M exact same thing, and a 12M as well. My 11T buddy (same ROTC class) got continued, but he hits 17 years be Dec of this year. Last one I know of is a Mission Support O-4 who graduated with me. She made the list and had to be APZ. I'm done in 6 months, and have to figure out retirment from Germany...wish me luck.

  9. OK, quick question that I don't entirely have time to find, and haven't done the best searching for on my own, so call me a slacker. I was DQ'd last year for a neurologic disorder. I'm currently appealing that DQ thanks to the head flight doc at my local base. My question is, if the AF denies my appeal, can I work and ETP? Or am I out of luck even though they're DQ'ing someone with 6 years of pilot service, and almost 13 years of aircrew service. Thanks for the help and standing by for arrow to tell me to search more.

    You might have missed it, but I did use AF times, and like I said...it's dated....but I doubt we've swung so far that ops are deployed less than finance.
